Building international capacity for coastal field reconnaissance before, during, and after extreme events.
CEERA is an international initiative focused on one core challenge: how to build and sustain the people, methods, and field capability needed to collect high-quality coastal data when extreme events occur.
The project develops reconnaissance capacity across the full event cycle.
Before events, CEERA supports baseline observations, training, preparedness, and deployment planning. During events, it advances coordinated observation strategies and pre-positioned or remotely accessible sensing where feasible.
After events, trained interdisciplinary teams conduct rapid field reconnaissance to document flooding, shoreline and morphological change, infrastructure impacts, ecosystem response, and other perishable evidence before it disappears.
What makes CEERA distinctive is the combination of capacity building, real-world field deployment, scalable observation methods, and standardized data-to-decision workflows. The project is designed to work across different resource settings, from accessible field methods and low-cost sensing to research-grade instrumentation and national research infrastructure.
CEERA therefore does more than connect institutions. It builds deployable international reconnaissance capability: people who are trained before an event, methods that are tested before they are needed, and workflows that allow observations collected under time pressure to become comparable, reusable, and decision-ready.
The long-term goal is to create a globally connected reconnaissance community that can collect better field data, respond more consistently across events and regions, and turn perishable observations into lasting scientific and societal value.
